Abstract

ANALYSIS OF THE IMPLEMENTATION OF AFFIRMATIVE POLICY IN THE MANAGEMENT OF ASN TEACHERS AND EDUCATIONAL PERSONNEL FOR INDIGENOUS PAPUANS IN MIMIKA REGENCY, CENTRAL PAPUA PROVINCE

This study examines the implementation of affirmative policy in the management of civil servant teachers and educational personnel from the perspective of Indigenous Papuans (OAP) in Mimika Regency, Central Papua. Although the government has established an affirmative quota of approximately 80% for OAP, the effectiveness of this policy in achieving substantive justice and accurate targeting remains questionable. This research employs a qualitative descriptive approach, utilizing semi-structured interviews with key stakeholders, including local government officials and indigenous community leaders, supported by observation and document analysis. The data were analyzed using the interactive model of Miles, Huberman, and Saldaña, framed by affirmative action theory, Edward III’s policy implementation model, and Strategic Human Resource Management (SHRM). The findings reveal that while the policy has a strong normative foundation, significant gaps persist in its implementation, particularly in the verification of OAP status, needs-based distribution of teacher placements, and structured career development. Furthermore, institutional coordination, data integration, and technical capacity remain critical challenges. The study proposes the establishment of an integrated indigenous verification system, district-based digital OAP databases, technology-assisted pre-selection programs, and a long-term talent management roadmap. These findings contribute to strengthening the implementation of affirmative policies as a sustainable strategy for enhancing local representation and educational equity in Papua.
